Klimmen op de Ladder van Lansink
Bij het Kamerdebat over de Rijksbegroting 1980, hoofdstuk milieubeheer ging ik wat dieper in op het afvalbeheer, een thema dat mij al langer bezig hield. In Nijmegen had ik geleerd met ‘bullets’ te werken, om samenhang en toch onderscheid aan te geven tussen delen van een betoog. Zo plaatste ik ‘bullets’ bij de hoofdlijnen van het afvalbeheer, zoals mij die voor ogen stonden. Scheiding aan de bron verdiende voorkeur boven scheiding achteraf. Hergebruik van producten was beter dan recycling. Verbranding met terugwinning van energie was tenslotte verstandiger dan storten van brandbaar materiaal. Nog beter zou het voorkomen van afval zijn. Een fractiegenoot suggereerde mij die nieuwe afvalhiërarchie in een motie vast te leggen: een aardig idee maar niet voor de eerste termijn. De minister moest de kans krijgen om te reageren op mijn voorstel, dat uitmondde in een verzoek om een notitie. Opvallend genoeg lukte het mij niet minister Ginjaar die toezegging te ontlokken. Integendeel. Hij ging slechts kort in op de voorkeursvolgorde. Zijn terughoudendheid gaf mij de ruimte om in tweede termijn een motie in te dienen. De ‘bullets’ werden vervangen door de letters a t/m g. Vrijwel alle woordvoerders ondertekenden de Kameruitspraak, die vanaf 1979 als motie Lansink c.s. een lang leven zou gaan leiden. De bewindsman had de motie vanwege de veelkleurige ondertekening kunnen overnemen. Maar ook dat deed hij niet. Gevolg: de motie werd op 13 november 1979 unaniem door de Tweede Kamer aangenomen. De motie werd in 1993 – dus pas 13 jaar later -ingebouwd in de Wet milieubeheer. Intussen was de term ‘Ladder van Lansink’ in zwang gekomen. De alliteratie heeft ongetwijfeld geholpen bij de verspreiding van het begrip, dat als synoniemen afvalhierarchie en voorkeursvolgorde kent. Weer (ruim) 13 jaar later – in 2008 – werd de Ladder van Lansink opgenomen in de Europese Kaderrichtlijn Afvalstoffen. Wie nu (voorjaar 2020) de drie woorden op Google loslaat, krijgt ruim 31.000 verwijzingen te zien. Dat grote aantal spreekt letterlijk en figuurlijk boekdelen, temeer waar voor een schoonmaakoperatie een score van ruim 90.000 verwijzingen werd genoteerd.. Google opent ook de weg naar korte instructieve video’s, ook ver van het huis van de naamgever, tot in Australie toe.

Geachte heer Peters: de fotograaf heeft de entourage van de foto bedacht. Zou hij de PMD-zak ook fotogeniek hebben gevonden, dan zou die zak de foto ook ge- of ontsierd hebben. De twee containers – respectievelijk voor GFT en papier – maken in elk geval duidelijk, dat ik voor bronscheiding ben, dus ook voor de glasbak en voor de separate inzameling van plastics. Kostenoverwegingen hebben de laatste tijd geleid tot de PMD-zak: de inzameling van alle drankverpakkingen in een zak. Ik ben daar geen voorstander van, omdat de afzet van recyclen een optimale kwaliteit vergt. In mijn nieuwe boek ‘Challenging Changes’ – dat later dit jaar verschijnt – ga ik uiteraard in op dit punt, en ook op andere discutabele keuzes.
